Title : Parks Engineer - Project Manager
Job Description : Position Summary
Position is responsible for overseeing all construction projects for the Department including but not limited to evaluation of current buildings and sites, coordinating design services and building construction.
Assess the condition of park facilities and amenities, including buildings, grounds, tennis courts, basketball courts, playgrounds and formal play areas.
Perform condition report with renovation and repair priorities, use report for Capital Improvement Program.
Assists Department Administrators with prioritizing capital improvements within their area.
Works in accordance with established procedures and/or interprets policies and procedures in accordance with intentions set forth. Performs work that is considered complex and varied in nature, requiring evaluation, originality, and/or ingenuity.
Knows and uses the fundamental concepts, practices and procedures of the Construction Industry. Responsible for the adherence to the City of Indianapolis Standard General Conditions for Construction Contracts manual regarding construction agreements
Negotiate design fees with Design Professionals.
Prepare and monitor design contracts for conformance.
Prepare specifications for in house construction projects.
Prepare front end documents for construction projects.
Coordinate bidding with Purchasing division, evaluate bids, make recommendations to appropriate Boards for bid award.
Monitor and maintain budgets for Construction Projects.
Represent Staff for Board Presentations.
Review construction plans and specifications.
Review and respond to contractor correspondence
Conduct meetings including pre-construction meeting and progress meetings.
Generate and oversee completion of change orders, work directive orders and punch lists.
Respond to and resolve most questions and issues, referring only the most complex to the next level.
Requires minimum of direct supervision, position responsible for setting own work schedule and daily activities.

Required Experience/Skills : A Bachelor's degree in Engineering, Engineering Technology, Construction Technology, Architecture or a related field. One year of directly related construction work experience can be substituted for each year of formal education required. In addition, the position requires a minimum of five (5) year's prior related experience in an administrative role with progressive responsibilities. Comprehensive knowledge of purchasing procedures relative to bidding public works projects and negotiating design contracts. Comprehensive knowledge of current construction procedures. Ability to analyze, project, and utilize spreadsheet(s), database(s), and other software is required. Ability to coordinate multiple projects and meet various deadlines is a must. Ability to communicate effectively in both forms - oral and written.
